In this report it is shown that to understand the structure of the Chinese local government offices funding S&T research it is necessary to be aware of where they are located in the hierarchy of Chinese administrative divisions. The activities of a sample of Chinese local government offices funding S&T research are reviewed according to the type of administrative division to which they belong starting with the most important divisions and progressing down the hierarchy. Conclusions are presented followed by recommendations on how an EU organisation could explore the potential for collaborative ICT R&D&I with a Chinese regional or local funding body.en_US
