Policy Report - Social and Solidarity Economy in Jordan 2025-2026

Abstract

This policy report examines the role and current state of social impact in Jordan within the national development agenda. It assesses the relevance of the Social and Solidarity Economy (SSE) framework for Jordan and explores how it can be adapted to support the evolution of a transitional social-impact ecosystem. Drawing on mixed-methods evidence from the Doing Good, Growing Strong research project—including participatory workshops and a national survey of 313 entities—the report maps Jordan’s social-impact ecosystem, highlighting key strengths, structural challenges, and emerging opportunities. Based on these findings, it proposes a locally grounded definition of SSE and presents strategic policy recommendations, with particular emphasis on the introduction of an accreditation and certification framework, strengthened cross-sectoral collaboration, and a set of short-, medium-, and long-term policy actions to support a coherent and sustainable social and solidarity economy in Jordan.
